A recent report reveals that a small group of private career colleges in Ontario has seen a significant surge in student financial aid recipients, raising concerns within the sector. Data obtained through a freedom-of-information request shows that a handful of these colleges have experienced a disproportionate increase in students receiving grants and loans from the Ontario Student Assistance Program (OSAP), compared to the majority of institutions.
Some of these colleges have witnessed a remarkable rise in OSAP recipients, with student numbers skyrocketing from less than 100 to several thousand in just a few years. In the 2024-25 academic year, seven career colleges collectively received approximately $385 million in provincial grants, surpassing the total amount awarded to students at all publicly funded colleges and even exceeding the grants given to Ontario university students.
This growth comes amid Ontario Premier Doug Ford’s government decision to reduce student assistance grants, particularly for university and public college students, citing unsustainable OSAP costs. Previous data had already indicated a surge in OSAP recipients from career colleges, highlighting a stark contrast with relatively flat numbers for university and college students.
Career Colleges Ontario, the sector’s advocacy organization, has expressed concerns to the government regarding the behavior of a few institutions. The association is collaborating with ministry officials to address the issue, emphasizing the rarity of irregular conduct among its members and the importance of upholding the integrity of the OSAP system.
Furthermore, the Ministry of Colleges and Universities in Ontario has prohibited students from five career colleges from accessing OSAP in the upcoming academic year. Allegations point to concerns over asynchronous learning programs, which allow students to complete coursework at their own pace. The province raised issues of compromised participation in these programs, leading to the exclusion of these colleges from OSAP eligibility.
Looking ahead, the province plans to introduce legislative measures to curb excessive growth, enhance accountability, and ensure responsible use of public funds in the interest of students. The Academy of Learning, which has witnessed substantial growth in OSAP recipients, attributes this increase to demographic shifts and a rise in enrollment driven by the population growth.
Despite the challenges faced by some career colleges, the integrity of the institutions remains a top priority, with a focus on providing quality education and facilitating successful student outcomes. The data underscores the significant variations in OSAP usage growth among different colleges, prompting calls for better oversight and understanding of financial aid distribution in the post-secondary sector.
