The Montreal police service has launched a comprehensive response plan to address allegations of racial profiling by a group of officers in the city’s north end and rebuild community trust. The plan includes immediate disciplinary measures and long-term oversight focusing on transparent communication and shared accountability with local residents.
During a public meeting at city hall with the city’s public security commission, Chief Fady Dagher announced the initiative in response to the scandal and demands for change from the community. The allegations of racial profiling by officers at Station 39 in Montréal-Nord were disclosed in June, leading to an investigation into 16 officers for discriminatory behavior against Black and Arab individuals during police stops. Consequently, Dagher disbanded the 16-member patrol team following reports from their colleagues.
As part of the ongoing investigation, three officers have been suspended, with the latest suspension occurring on June 18. The police service’s new strategy includes encouraging internal and external whistleblowing to address misconduct. SPVM officials have committed to collaborating with neighborhood stakeholders and community organizations to develop future policy changes.
Dagher acknowledged the challenges of effecting change, emphasizing the need for continued efforts. The decision to disband the unit does not imply guilt for all 16 officers, as the internal investigation is still ongoing. A new team has been deployed to the community to replace the dismantled unit.
Community members have expressed concerns about racism and racial profiling, urging transparency and accountability in the investigation. The public has demanded updates on the progress of the investigation and the eradication of systemic racism within the police service.
Dagher reiterated the commitment to addressing racial profiling and discrimination through a methodical approach in collaboration with the Quebec’s Director of Criminal and Penal Prosecutions. Despite the frustrations, he assured the public that the police service is making strides in the right direction to combat these issues.
