Kelly, accused of sexual abuse in Gander in a 2022 lawsuit, allegedly subjected a minor to repeated forced sexual acts between 1977 and 1983. Despite being convicted of assaulting two 12-year-old boys in the mid-1980s, Kelly’s legal journey includes probation, a jail sentence, and subsequent pastoral assignments.

A court filing seeks to unravel the mystery surrounding the Winter Commission, initiated after a surge of criminal charges against Catholic clergy in the late 1980s. The report revealed a history of sexual misconduct dating back to at least 1975, implicating priests sent to the Southdown Institute, including Kelly.

Guardian Insurance’s application aims to access records related to Kelly and an unnamed priest sent to Southdown in 1975, potentially shedding light on past cover-up practices. The ongoing legal battle involves multiple parties, including Southdown, the Roman Catholic Episcopal Corporation of Grand Falls, and Guardian Insurance, with a scheduled court hearing in 2027.
