Less than five minutes passed from the moment two RCMP officers arrived in the remote island First Nations community of Opitsaht to the fatal shooting of a Tla-o-qui-aht First Nation man, as testified by Cpl. Daniel Macintosh during a coroner’s inquest into the death of Julian Jones. The officers were called to the island around 9 p.m. PT on Feb. 27, 2021, to investigate reports of a woman being assaulted and confined in a home.
This inquest aims to examine the circumstances surrounding Jones’s death, with the jury expected to provide recommendations to prevent similar incidents. The focus is not on assigning blame or criminality.
Const. David Robichaud, who discharged the shots that led to Jones’s death, did not appear for testimony following his retirement and relocation out of the province. The Independent Investigations Office did not suggest charges against the officers after conducting an investigation.
Julian Jones, who had a history of criminal convictions, including assaulting a Tofino RCMP officer, was prohibited from contacting several RCMP officers, including Robichaud, as confirmed by his parole officer David Paruk.
The events at the Opitsaht residence unfolded rapidly, with Macintosh recalling a dark home where they heard distress calls, male voices, and furniture movement. The situation escalated as Jones emerged, brandishing what appeared to be knives, and advancing towards the officers despite warnings.
Robichaud first deployed a Taser, which momentarily subdued Jones before he resumed advancing. Subsequently, Robichaud fired shots at Jones, eventually leading to his immobilization. Jones’s mother reacted emotionally, covering her son’s body in distress.
Macintosh, still armed, discovered that the objects Jones held were metal files. Despite efforts to assist Jones, Macintosh did not administer first aid due to perceived chest injuries. The officer reflected on potential alternative actions, including the presence of a second Taser, which could have altered the outcome.
Following the incident, Robichaud swiftly arranged for a transfer out of the Tofino RCMP, departing the community shortly after the shooting. The inquest proceedings are ongoing.
