Parents of Murdered Woman Praise Effort to Improve Police Response to Stalking

The parents of a young woman who was tragically killed by her former partner have expressed their approval of a significant effort to address shortcomings in police handling of stalking cases.

Clive and Sue Ruggles, whose daughter Alice was murdered by Trimaan Dhillon following a period of stalking, have welcomed a new review initiated by the Home Office and led by Richard Wright KC. The review aims to evaluate existing laws in response to cases like Alice’s, where police reportedly failed to identify and appropriately address stalking incidents.

Alice, aged 24, faced persistent stalking from Dhillon after ending their relationship in 2016, ultimately leading to a fatal attack in her Gateshead residence. The Home Office acknowledged systemic shortcomings in how police forces have managed such cases.

In their statement, Clive and Sue emphasized their commitment to preventing similar tragedies, applauding the progress made over the years, particularly the introduction of Stalking Protection Orders. However, they highlighted ongoing challenges in the interpretation of stalking legislation.

The appointment of Richard Wright KC to lead the review was also praised by the Alice Ruggles Trust, who lauded his expertise in prosecuting Dhillon for Alice’s murder. The Trust, in collaboration with the National Stalking Consortium, has long advocated for such a review and expressed satisfaction at its realization.

Recent data from the Crime Survey of England and Wales revealed that over 1.4 million individuals aged 16 and above experienced stalking incidents in the past year. Despite government initiatives to address stalking, campaigners stress the need to address significant legal gaps.

The forthcoming review will specifically assess the effectiveness of current stalking and harassment laws, aiming to streamline and enhance the overall system. Previous government measures to combat stalking included empowering police to disclose stalker identities promptly and expanding the availability of Stalking Protection Orders.

Richard Wright emphasized the importance of providing robust legal protection to stalking victims to instill confidence in the justice system and encourage reporting of dangerous behavior.
