The winning team will be awarded a design and construction contract by the fall of 2027.
The Request for Qualification emphasizes the importance of using Canadian materials and innovations in the redevelopment process, highlighting the national and historical significance of the project. The official residence had to undergo extensive stripping due to hazardous materials such as asbestos, mold, and rodents. Prime Minister Mark Carney described the current state of 24 Sussex as an “embarrassment” and has spearheaded efforts to restore the heritage home through a fundraising campaign.
The competition requirements include creating private living quarters for the prime minister and their family, accommodating workspaces, hosting events, and ensuring accessibility. Teams must showcase their experience in managing complex projects with budgets exceeding $50 million. Indigenous participation is mandated to account for at least five percent of the contract’s total value.
The next phase of the procurement process will reveal the construction budget, expected to be disclosed in the Request for Proposal launching in winter 2027.
