“N.W.T. Government Pushes for More Renewable Energy”

The government of the Northwest Territories is pushing power companies to expand their use of renewable energy sources. However, some experts caution that existing constraints, including costs and aging infrastructure, may limit the immediate implementation of such initiatives.

In response to directives issued by the government last year, the territory’s Public Utilities Board has been tasked with facilitating the growth of renewable energy. One specific directive is to raise the current cap on the amount of renewable power that independent producers, like community energy projects or individual homeowners, can feed into the local grid. Currently set at 20% of the annual average load demand for each community, the government aims to increase this limit to 30%.

Several communities have already hit the existing cap, prompting the need for an increase to accommodate more renewable energy projects across the territory. Naka Power and the N.W.T. Power Corporation (NTPC), the two main power companies in the region, expressed their commitment to enabling this increase in their recent submissions to the utilities board. They highlighted the importance of clear definitions and set limits, noting that exceeding 30% would necessitate additional mitigations.

Although renewable energy can enhance sustainability, its integration poses challenges for diesel generators, affecting their efficiency and reliability. This can lead to financial losses for power companies and jeopardize the aging infrastructure. An engineering study commissioned by the territory in 2021 identified that the N.W.T.’s electricity systems could safely handle up to 45% renewable energy generation, beyond which additional infrastructure like battery storage systems would be required.

Lynne Couves from the Pembina Institute emphasized the need for modernizing the outdated energy systems across northern regions. She explained that renewable energy production, such as solar power, fluctuates based on various factors like weather and time, making it unpredictable for grid management.

The community of Colville Lake successfully implemented a hybrid energy system integrating batteries and solar arrays in 2016, supported by federal funding. Similarly, the Town of Inuvik installed a solar and battery project with financial assistance from the government.

The transition to renewable energy also raises concerns about the financial implications for utility companies. Independent renewable energy generation can reduce greenhouse gas emissions and offer cost savings to consumers. However, it can result in a decline in revenue for utilities as they sell less power, even though fixed costs for infrastructure maintenance remain constant.

Dennis Bevington, president of Stand Alone Energy Systems Ltd., stressed the significance of storage solutions in supporting renewable energy expansion. He advocated for the incorporation of larger solar arrays in communities and emphasized the role of batteries in stabilizing energy systems.

The ongoing proceedings of the Public Utilities Board are expected to continue until 2027, with stakeholders and intervenors engaging in discussions on proposed changes. The integration of renewable energy sources and the modernization of energy systems remain pivotal for the sustainable development of the Northwest Territories.
