A recent report reveals a surge in referrals to the Government’s counter-terrorism programme, hitting a record high. Shocking data indicates that hundreds of children under the age of 10 are currently under investigation.
The figures show a total of 8,517 individuals were flagged to the Home Office’s Prevent scheme in the year leading up to March, marking a 27% increase from the previous year. This spike in referrals followed revelations of shortcomings in handling the case of Axel Rudakubana, the Southport killer. Despite being referred to Prevent three times, his case was closed due to a lack of clear ideology.
Moreover, 1,472 cases were escalated to the Channel scheme, designed for the most severe instances. A review concluded that Rudakubana should have been referred to Channel. Tragically, Rudakubana proceeded to commit a horrific knife attack at a Taylor Swift-themed dance class in July 2024, resulting in the deaths of three children.
The data indicates that a significant portion of the referrals, over a third, involved individuals aged 11 to 15, with 345 cases concerning children under the age of 10. Referrals in the “no ideology” category accounted for the majority, representing 56% of the cases with a specified concern type.
Concerns related to ‘Extreme right wing’ ideologies were present in over one-fifth of cases, totaling 1,798 referrals, while suspected Islamist extremism accounted for 870 cases. Educational institutions, including schools, colleges, and universities, were responsible for the highest number of referrals, making up 36% of the total.
Counter-terrorism officials reported a notable increase in referrals following the tragic Southport murders in July 2024. Independent Prevent Commissioner David Anderson KC highlighted a surge in Prevent referrals nationwide, particularly in the first quarter of the year, attributed to heightened awareness following Rudakubana’s case.
Of the known age group in the 8,759 Prevent referrals, individuals aged 11 to 15 constituted the largest proportion at 36%, followed by 16 to 17-year-olds at 13%. Children aged 10 or under accounted for 4% of the total referrals.
